Mr. Weithers has over 30 years of combined Management and Design experience with Electronic, Communications, Security, Information Technology and Telecommunications Systems, and Construction projects. During his ten years as a Chief Information Officer in the private sector and the Government, he developed programs and systems on a national level.
Mr. Weithers is a seminar speaker, has made multiple appearances on local cable television, and has been quoted in national industry magazines and publications where he discussed technology advances in local government and the commercial sectors. He has served as a member of the EDI standards committee for the major cable programming networks, and has participated in the re-engineering of standards for major billing systems.

Joseph A. La Marca is a retired Lt. Colonel from the U.S. Air Force. He is a recipient of the President’s Distinguished Circle, Toastmasters International award, and was the recipient of multiple other awards, including The Defense Superior Service Medal, Bronze Star Medal, Meritorious Service Medal, Air Force Commendation Medal with two Oak Leaf Clusters, Combat Readiness Medal, Air Force Outstanding Unit Award with Oak Leaf Cluster, National Defense Service Medal, Vietnamese Service Medal, Overseas Medal (Long Tour) Overseas Medal (Short Tour), Air Force Longevity Service Award with four Oak Leaf Clusters, 15th Air Force Combat Crew Excellence Award, and the President’s Distinguished Circle.
His tenure as a Professor, consultant and lecturer includes the Air War College, the Defense Systems Management College, and the Airforce Leadership and Management Development Center. Additionally, he has served as an Adjunct Professor at the Center for Engineering and Business Administration, and an Assistant Professor of Aerospace Studies at the Louisiana State University.
His many scholarly papers include “A Review of Published Articles Concerning Program Management Course Design at the Defense Systems Management College,” University of Southern California, 1986 “Merits of Acognitive Methods in Management,” Louisiana State University, 1980 “Discrepancies Between Management Theory and Management Practice,” Louisiana State University. Additionally, his many publications include “The Distinguished Military Graduate,” Case Studies in Leadership and Management, Air Force Reserve Officer Training Corps, Air University, Air Training Command, 1979.
He holds multiple degrees at the Masters level including an MBA from the University of Wyoming, an MA from the University of Northern California. He has completed all the course work for his Doctorate degree.

Mr. View oversees the business and legal affairs of Nu-Pulse Technologies which provides services to federal, state and local governments and Fortune 500 corporations. He provides business, governance and legal counsel to internal, executive business teams. He also sets internal IT and corporate governance policies, oversees internal security assessments and evaluates and weighs the legal and business consequences of any significant decision or course of action.
His frequently anticipates and estimates the legal and business risks associated with significant decisions;, leads business teams in negotiation and documentation of enterprise technology transactions and manages relationships with regulators, external counsel, clients and elected officials.
Mr View also oversees and governance provision of legal, analytical support to: cybersecurity assessment plans, security controls assessments according to applicable cybersecurity control frameworks (e.g. NIST, ISO-27001, FISMA, FedRAMP, SOC-2, COBIT and MARS e 2.0) project plans, project management as well as the development of security assessment plans, risk analyses, plans for system stakeholder engagement, vulnerability assessments; Drafting and Authority to Operate (ATO) packages for system stakeholders.

Eileen has overseen financial operations and served as a board member for a number of businesses and organizations in the past 20 years. As a managing partner of a private equity firm, she has been in charge of all aspects of financial matters and decision making such as company financial goals, objectives, and budgets. In addition, Eileen is also involved in strategic financial planning with regard to private investment capital-raising, assess and manage associated risks, capital control and implementation, return distribution and supervise cash management activities.
Previously, Eileen was a Senior Vice President at Avison Young, and a Managing Partner at Pyramid Commercial.

Dr. Aftab Ahmed, Vice President of Health Care Facilities Development, has been working on many infectious diseases like hepatitis-A,B,C,D & E, obesity virus (Ad-36), acute respiratory infections and diarrheal diseases. He has more than 100 publications and presentations. He has also written chapters “Complications of Obesity” in Encyclopedia of Human Nutrition and “The Serum Proteins in Health and Disease” in the book “Protein Structure-Function Relationship.”
Dr. Ahmed has completed his projects with the collaborations of National Institute of Health USA, Uniformed Services University of Health Sciences, US AID/ Applied Diarrheal Diseases Research Project USA, Pak Medical Research Council. He worked in MedStar Research Institute, Washington DC., as Director, Research Laboratory. He also established a clinical/virology Center for Obetech, Obesity Research Institute, Richmond VA. He participates as a Director/Coordinator in the establishment of International Referral Epidemic Center (infectious diseases) “The Pak US Laboratory for Seroepidemiology” in Pakistan with the collaboration of US and Pakistan Governments. Dr. Ahmed has more than twenty five years of vast experience in the administration, research and teaching fields of health and sciences.
Dr. Langston Smith is a retired Navy Dental Captain with 30 years as a Navy Dental Officer. Dr. Smith has practiced as a general dentist and is a board certified Endodontist. Dr. Smith has extensive experience in health care operations and management, health care compliance and dental education. He has adjunctive training with the Joint Commission of Health Care Organization, Federal Executive Healthcare Administration and the Interagency Institute for Federal Healthcare Executives.
Dr. Smith has over 40 years of combined clinical, administrative and academic experiences with leadership and organizational development, and health policy development and implementation experiences.

Mr. Tosun has over 20 years in the design, implementation and maintenance of IT systems. His technical expertise includes both network and software design, testing, implementation, optimization, and upgrading. He is a strong system administrator on Windows networks up to Windows 2012 server, and has completed the entire systems development cycle on many IT projects. Additionally, he is very experienced in using various troubleshooting and system administration tools to securely control and monitor LAN/WAN network environments and all end points and appliances including routers, switches, firewalls, Internet access and software.
Additionally, he has extensive experience in software engineering, and well developed analytical skills covering a broad range of the phases in computer systems development. He has worked with technicians from various engineering disciplines to troubleshoot complex system-level issues. He is capable of performing troubleshooting, diagnosing and resolving both hardware and software related network failures. He is very skilled in virtualization in Hyper-V and VMware.
Erik Colaizzi has over 24 years of experience in the field of physical security. He is an expert with both analog and digital systems, and has designed, configured and deployed all categories of enterprise security systems including access control, intrusion detection, intrusion prevention, life safety, and CCTV systems. He has an in depth understanding of the integration of security systems, as well as both modernization and migration strategies relating to legacy systems. He has successfully served Nu-Pulse clients for over 16 years in both the government and commercial sectors.

A skilled and well-organized Network Engineer, Ms. Khashouf graduated with an BS in Electronics & Communication Engineering, with Cisco and CompTIA certification. She has solid analytical skills with two years of experience with cloud infrastructure monitoring. She brings her strong understanding of system architecture and strategies to improve security for architectural components, including routers, firewalls, load balancers, web servers, networks, databases, applications, and endpoints to our team along with her high knowledge of LAN/WAN networks design and configuration, TCP/IP protocols and routing protocols, operating systems, hardware and software troubleshooting and hardening.
